The Material and Human Resources Available for Implementing Total Quality Management at the Office of Quality and Strategic Planning in the Education and Teaching Monitoring Office in Abu Salim Municipality

Total quality is a strategic approach to producing the best possible product or service, through continuous innovation. Total quality recognizes that the focus is not only on the production side, but also on the service side, and that this is equal to success. Of course, this awareness arises due to the improvements in quality that can be seen, "Total quality management is one of the modern concepts that has captured the attention of leaders, academics and researchers as one of the desired administrative concepts, and the application of total quality management in educational institutions has positive repercussions on the development and improvement of the organization's performance. Hence, it is necessary to identify the material and human capabilities available to apply total quality management in the quality and strategic planning offices in the education monitors in the Ministry of Education in the State of Libya to develop these educational bodies and achieve sustainable development. This research aims to identify the material and human capabilities available to apply total quality management in the quality and strategic planning office in the education monitor in the municipality of Abu Salim. The researchers used the descriptive approach to address the research problem, and the researchers By designing a questionnaire to collect data on the material and human capabilities available to implement Total Quality Management in the Quality and Strategic Planning Office of the Education Monitoring Department in Abu Salim Municipality, where the questionnaire was designed into the following two axes: the first axis (material capabilities and includes 15 statements), the second axis (human capabilities and includes 25 statements), and the most important conclusions are the following;
1- Material capabilities came at an average level with a percentage of 58.42, and in second place, as follows:
- Computers available to implement Total Quality Management.
- The appropriate place to implement Total Quality Management.
- Halls suitable for implementing Total Quality Management.
2- Human capabilities came at an average level with a percentage of 74.06, and in first place, as follows:
- Participation of employees in implementing Total Quality Management.
- Employees' conviction in implementing Total Quality Management.
- Employees' understanding of the justifications for change towards Total Quality Management.
