Abstract

Preventive diplomacy in Africa constitutes a pivotal tool for preventing and containing conflicts before they escalate into open wars. The African Union has worked to develop institutional mechanisms such as the Peace and Security Council and early warning systems to strengthen its capacity in this field. International support—particularly from the United Nations and the European Union—has contributed to financing and enhancing these mechanisms, enabling interventions in several crises. However, this cooperation remains surrounded by challenges related to financial dependency and conflicting interests among major powers. While international support represents a necessary pillar, the key challenge lies in strengthening the African Union’s own capacities and safeguarding the independence of its decisions. Thus, preventive diplomacy in Africa remains the outcome of integrating regional efforts with international support within a delicate balance between necessity and dependence.
