Obstacles of Implementing E-Management from the Perspective of Faculty Members at the Faculty of Management, Bright Star University

Abstract

This study aims to identify the obstacles to implementing e-management at Al-Najm Al-Sati' University (Bright Star University) from the perspective of faculty members of the Faculty of Management. To achieve the research objectives, a questionnaire was designed as the data collection instrument and distributed to all (43) faculty members. All (43) distributed questionnaires were returned, and all were valid for statistical analysis. This study employed a descriptive-analytical approach and reached several conclusions, the most important of which are: the existence of administrative obstacles, including the absence of a clear plan for implementing e-management and the lack of policies and procedures. The existence of financial obstacles were among the most prominent factors affecting the implementation of e-management, which included limited budgets, high costs of purchasing and maintaining systems, and the lack of financial support for software and infrastructure development. The existence of human obstacles, represented by inadequate training in using e-management tools and weak immediate technical support; and the existence of technical obstacles, represented by weak technical infrastructure, network and internet problems, poor maintenance, and insufficient periodic updates, were also among the factors affecting the implementation of e-management. This study recommends several measures, the most important of which are: (1) strengthening the administrative structure by developing a clear plan for implementing e-management and developing human resources; (2) supporting funding and investment by increasing the budget allocated to e-government; (3) improving the technical infrastructure; and (4) monitoring and evaluating performance to measure the effectiveness of electronic systems.
